If the number of permits is rising, the number of new permits can be down 45% – e.g. 100000 new permits during 2013, 55000 during 2014.
Renewed existing permits don’t count as new permits.

They play it as though people have lost interest in going armed when, instead, thousands lept from the opened cage shouting “We are FREE!” and now nearly 1/2 million of us have permits. That ought to be the story: 1/2 million men and women with permits. Of course the applications are slowing down; everybody 21 and over has one by now.

Don’t ascribe to malice that which can be described by stupidity. Year over year, new permit applications may be down, but the total number of permits this year will still be more than existed last year.

This is why percentages are lies, without the actual numbers being presented as well.
