because the Irish and Jewish mobsters running Tammany Hall in the late 19th/early 20th century did not want to compete with new Italian mafiosi immigrants who were moving into NYC at the time. So “Big” Tim Sullivan created the current “may issue” system of discretionary pistol licensing to keep anyone Tammany Hall deemed undesirable (i.e. average citizens) from legally having handguns for self-defense against criminals, including the criminals running Tammany.

Blacks couldn’t have firearms in the South after various “Jim Crow” laws were passed, Italians couldn’t have firearms in New York… and that’s just a taste of domestic restrictions.
Then there’s this bill that got laughed out of contention during the Illinois General Assembly’s spring session. (TinyURL link goes to the IL General Assembly page with the relevant bill.) This would have banned certain long guns in predominantly black and Mexican neighborhoods. It was sponsored by a black man, no doubt a student of both history and irony.
Gun laws are racist? What would make anyone think that?

And the ban on “Saturday Night Specials” was racist too, depriving the urban poor of a means of self defense and leading the way to a ban on guns in Gubb’mint housing project slums, such as the Cabrini Green mausoleums and Hunter’s Point graveyard.
