Given PA privacy laws on gun permits, Philly may very well be breaking the law with that site. Years ago, the Berks County Sheriff used the gun permit database – that resulted in a class action suit and settlement. This is not going to play out well for Philly.

And why would drug testing welfare recipients be unconstitutional? All you have to say is.. no drug test no $$$. Companies can drug test employees, right? And if they refuse they are shown the door. Same concept.
But for gun owners? Well you do have a 2nd Amendment right to them, but no ‘right’ to welfare dole.
Sorry, but I do not see the equivalence between gun ownership and getting welfare. The former is enshrined in the bill of rights with good reason. The latter has no constitutional support and, as a close reading of the federalist papers will reveal, repugnant to our founders. I think we should go a step beyond drug testing those who receive government money and have them give up their voting rights. There is actually less constitutional support for universal suffrage than for the RKBA and no one should be able to vote themselves a raise to be paid for by forcible takings from other people.
