Obama to move on gun control unilaterally, again, still

ABC:

President Barack Obama is slated Monday to finalize a set of new executive actions tightening the nation’s gun laws, making his first order of business in 2016 a clear signal the president in his final year doesn’t intend to go quietly.

At a meeting with Attorney General Loretta Lynch, FBI Director James Comey and other top law enforcement officials Obama is expected to sign off on a package of proposals aimed at curbing gun violence and cracking down on unregulated gun sales.

At the top of the list is an effort to expand background checks on gun sales by forcing more sellers to register as federally licensed gun dealers. The changes would be aimed at some unregistered sellers who skirt the background check laws by selling at gun shows, online or informal settings. Other moves being considered include improving reporting of lost and stolen weapons and beefing up inspections of licensed dealers, according to a person familiar with the plans who would not be named discussing proposals before they are finalized.

Despite the language, this means he wants more regulation of private, lawful transfers. The NRA is pushing back with a membership drive:

The National Rifle Association has opened a new membership drive to build its ranks for a “winner-take-all” shootout with liberals like President Obama and Democratic presidential front-runner Hillary Clinton over the future of gun ownership and the Second Amendment.

    I wonder how the Federal government is going to force people to become FFL. Basically the result will be that people ignore the supposed regulation. It all comes down to whether the person is in business or theoccasional sale

    Simple. You fill out a one page form, send in $10 and they send you a 01 or 07 FFL good for three years within 30 days. Everyone is happy. Jack.

    So… it’s a reversal of the Clinton-era restrictions on “kitchen table” FFLs?

    Grimly hillarious that this goverment *solution* is an angry /reversal/ of the last *solution*.

    Of course, ATF also uses the vagueness of “in the business” to prosecute someone on their radar if they can’t come up with anything else.

    If “O” EOs a definite number of sales, ATF Will Have A Cow.

    From the ATF’s perspective a hard number is a *bad* thing.

    Because it means someone could say “No counsel I only sold X.”

    Maybe the Pair of Jacks can help refresh our memories here. Wasn’t Clinton’s premise “If you don’t sell ‘X’ number of guns a year, you’re not a REAL dealer, so surrender your 01 license”?

    It seems gun shows and the fledgling Internet was providing too much competition to brick-and-mortar gun stores, but doing them a favor was simply collateral damage.

    Will a President Cruz open NICS to the public at large, with a phone call (but no gun serial #) all that is required to determine, instantly, a person’s eligibility to buy? Or remove the ban on post-1986 NFA firearms? Or perhaps unilaterally decree nationwide Constitutional Carry by Executive Order?

    This “law by pen stroke” stuff could be fun.

    If I were POTUS, the Second Amendment would be enforced by the USMC. With fixed bayonets. Any commie lib politician who didn’t know the answer to the question, “What part of ‘shall not be infringed’ don’t you understand?” would get the point promptly. Marines can be very communicative like that, and as such, they can make great teachers.
