    Furthermore, the subordinate, explanatory clause of the 2nd Amendment puts the militia under the purview of “a free State” and ultimately ” the right of the people” which is in accordance with the 10th Amendment. The Federal Goverment is RESTRICTED to delegated powers handed DOWN from the People through the States which on this matter only has power “for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress” (Article I, Section 8.16) in the full context, “them” refers to militia. So the federal Giverment has NO POWER over them unless it EMPLOYS them. The militia according to the founders quotes, such as George Mason, is “the whole people” who have a DECLARED right to “keep and bear ( which means carry) arms”.
