There ought to be a law
I build houses. Every time the building code changes, we joke that it’s because someone did something stupid. The law is no different:
Days after her son was killed instantly after setting off a firework on top of his head, a Maine mother is calling for stricter laws on who can have access to the explosives.
And by “explosives” the “journalist” means fireworks. You can’t outlaw stupid or a case of “Hey, ya’ll, watch this”

Guy in Tampa goes spear fishing with a bud on the 4th, bud ND’s his spear gun spears the guy through the head.
Never mind that if my son gets suddenly brain-dead through negligence the last damn thing I would do is go on the teevee news, but the guy’s mom says in one breath we don’t blame the negligent bud, we know it was “just an accident”, but with her very next breath says we need “regulations” on these guns, and if just one guy doesn’t get speared because of it, her son will not have died in vain.
The stupid is deep, wide, and very thoroughly entrenched.

Of course you can outlaw stupid. Legislatures can outlaw anything they please. But judging by the real world, this law will get even less compliance than most.
