    According to the comments, the reporter got it wrong. The sale was in Jan and Feb. SAFE went into operation in March.

    Typical layers of oversight.

    They don’t want to let the facts get in the way of a “good story” – the story in this case being of course an example of the new law “working”. You’ll see a parade of them over the next while, designed to entrench the law in people’s minds until it’s part of the unrepealable bedrock.

    Would have been pretty easy for the reporter to have checked before publishing the story. But they don’t care about anything that dosen’t advance the agenda.
