He’s been an explosive, brutish thug and intimidator since day-1 on the city council and in SF politics, shouting-down any opposition to his Leftwing patriarchal ideas (and patronage), how he got to be Sheriff is anyone’s guess but you can bet it was mainly political musical-chairs.
Somebody doesn’t like him and set him up, and new damning evidence of his behavior keeps coming forward because he’s spread a trail of slime wherever he’s gone. His wife is afraid and will defend him in spite of his actions because she’s not a Naturalized citizen – she’s a a Venezuelan – and probably easily intimidated by him…
