Illinois Carry Gutted From HR822

Not surprising:

A Republican-led effort to allow Illinois residents to carry concealed weapons by obtaining a permit in another state — loosening D.C. gun laws in the process — did not pass a final hurdle on Monday night before major gun legislation reaches the House floor.

Rep. Timothy Johnson and four fellow Illinois members of Congress offered an amendment to the National Right to Carry Reciprocity Act that would allow a resident of a state or jurisdiction that does not allow concealed-carry permits to obtain the permit in another state and then use it in their home state. The amendment also would allow people with a concealed-carry permit in another state to bring that privilege with them into Illinois or the District.

    Stupid Fudds. It doesn’t matter what’s in the Bill, Obama will Veto it anyway, so why not go for it?

    Orrrrrrrrrrrrr….you get a clean bill, you attach it to something the president CAN’T veto in the Senate (like defense appropriations, or a spending supplemental) and then you tack this amendment on in “conference.”

    I mean, isn’t that what the gamesmen have been doing for the last 80 years?

    Maybe the representatives of the people of the great state of Illinois should concentrate on getting some form of carry passed through their state legislature so that 822 will apply to them if it passes as-is rather than adding an oh so satisfying to one’s principles amendment that fundamentally changes the actual intent and base argument of the bill* and makes it harder to get passed through the Senate?

    * – to equate carry permits to things like driver’s licenses that, if a state issues to its own citizens it should honor for other states citizens as well. An “equal protection” argument, not technically about “gun rights” at all.

    Adding Illinois, which doesn’t issue, validates the anti’s claims that 822 is actually intended not to merely secure equal protection among states that (even nominally) issue but to establish a back door de facto Federal right-to-carry that would override state law.

    Which is a bill I would also support and the Illinois crowd should have introduced seperately rather than trying to bootleg onto 822.

    Are you sure they aren’t referring to HR2900 when they say “amendment to HR822” ?

    The Committee on Rules reviewed the proposal and other amendments Monday evening to decide which were suitable for consideration on the House floor. However, the Illinois effort did not make the cut.

    HR2900 is a big improvement, but still…

    We want something that will pass. If you start trying to make it a kitchen sink for every gun rights thing in the world we want, it won’t. Not to mention, you want something the Supreme Court will uphold as a legitimate exercise of 14th Amendment powers.

    HR 2900 will not even be considered in the debate on HR 822 and no one even offered it as a potential amendment in the House Rules committee.

    HR 2900 failed in the Senate before. We want something that will pass if it can get a vote.

    HR 822 has 247 sponsors. There are 435 seats in the House of Representatives. This means an absolute MAXIMUM of 186 no votes – as in “we can win this in the House, hands down”.

    HR 2900 has *ten*.

    Can we all count? I knew we could.

    The Senate is the next adventure…but just getting it there is an achievement, and HR 822 is likely winnable there….leaving Obama with a no-win on his desk, either signing and alienating a chunk of his base…or not signing and encouraging gun owners to come out and vote, just to get rid of him.

    Further, if this bill *is* signed, is it better than the status quo?

    The answer is resoundingly yes. Sebastian makes the point that we want something that will pass – I’ll go one step further and point out that it took decades for the opposition to screw things up this badly, and it’s going to take just as long to unscrew things.

    So. Are we, as a community, going to hold our breath and turn blue waiting for the “one true perfect bill”…or are we going to make progress, ratcheting things back to sanity one step at a time?

    Things that took just one legislative vote to screw up quite grandly should take one legislative vote to unscrew. So impatience is a virtue here, I think.

    This is a bill that will strengthen the 2nd Amendment and does not create any new database or federal agency.

    Anyone that would argue against 822 need only consider the gun-control nuts that avidly oppose 822.

    This is a huge leap in the right direction.

    I am afraid this bill will result in unintended consquences down the line. Any time you have democrats favoring a gun law – Look out!

    It will be just a matter of time before some lefty will weasle an amendment through some other legislation that will allow the Feds to attach a rider such as “we want all states to comply with the same carry laws”, then will come the rules and legislation requiring states to meet certain standards, followed by more restrictions on carry permits and in the end, just that, no one will be able to qualify for or get a carry permit.

    Watch what the Senate does to this bill!

    Remember – If it ain’t broke, don’t fix it!
