Nothing a city government hates more than citizens acting on their own.
Back in Baltimore, my block organization told the city we were going to clean the adjoining park on the next Saturday. We asked for some of those big trash bags the city has, and some paint for the swing and slide. Friday a large work crew was out cleaning the park and painting the swing and slide.
It isn’t that the city is shown to be incompetent that they hate. They are used to that. It is their normal mode of operation to be incompetent. What scares them is the possibility that any such self-motivated activity will lead to voting.
