The money collected was to be used to pay for the licensing, IIRC. So the lawmakers were already violating the law as written by making the funds fungible. This is another law they can violate at will, unless there is a criminal or monetary penalty the lawmakers will experience if the law is violated.

Nice, with the amount of people getting FL permits, I look forward to my renewal fees going down!
Not that I’ll complain as the FL permit is a pretty good deal as far as permit fees go.

Nope, I can’t find any civil or criminal penalty for dipping into the trust funds listed in the bills. Looks like another feelgood activity.
I have known state officials who asked before doing something inadvisable to the point of illegality, “What is the penalty if we go ahead and do this?”
When there is no penalty they went ahead and did it despite the law.
