If all transfers have to go through an FFL, that pretty much ensures some business and probably a cost increase.

By eliminating the gun show loophole by requiring background checks, which only FFL’s can do, we eliminate the advantage of their unlicensed competitors, private gun owners who are selling guns. Mr. Lisi may be a bit surprised when he’s informed that he’s no longer a private business owner, and is working for the federal government instead, but as an FFL he’s already used to dealing with government and we’ll make it worth his while, at first, that is, until we start shutting down gun stores. Why would a state need more than one gun store? It would just lead to more crime. You don’t want more crime, do you?”
