They did that in Honolulu for banks back in the ’90s. After a spate of robberies, you couldn’t wear a hat or sunglasses in a bank. A “proactive” measure since they couldn’t stop the robber on an island you could only leave via plane. Well, they finally caught the guy, he was flying in from Maui, robbing, then flying back.

a lot of banks have that policy down in FL, but there are no laws enforcing it…
