Personally, I think both. Heartless Libertarian puts her ridiculous assertion to the test:

Maximum effective range-the range at which you can aim at something and hit it hard enough to damage/kill it-is listed as just over 1,800m. Still a long ways, but nowhere close to 4 miles (6,400m).
I guess it’s possible that she may have confused the term radius with the term diameter? Nah, she’s just a liar.

She’s been saying it has a “range” of 4 miles for years. She deliberately took the maximum reach of the bullet and made it sound like you could hit something that far.

The current recognized record for a kill with a 50 caliber sniper rifle is just over 1.5 miles by a Canadian sniper in Afghanistan (it was on his second shot at a more or less stationary enemy) and that is DAMNED impressive to anybody who’s ever really tried long distance shooting. Hitting a moving target at 4 miles…impossible with ANY small arms weapon fielded and not even on the drawing board.
