The Democrat bill to enforce the Heller decision is available for download at Sebastian’s. He notes it’s better than the Republican bill. Personally, I think that a bill isn’t necessary and that the feds should go in and arrest Mayor Fenty and DC’s city council and charge them under USC 18 § 242. Deprivation of rights under color of law.

The problem there is you have to show they are violating clearly established precedent. Technically speaking, DC’s ridiculous machine gun definition was never challenged. You’d have a hard time making the case in a civil suit, let a lone a criminal trial, which would be tried before a jury comprised of….. the people who elected Fenty.

I’ve written my rep and told him to support HR6691. For the heck of it, told him to propose an amendment to legalize concealed carry in the District, too, with the Texas CHL laws as a guide.
The Heller case mostly affirmed the right to KEEP arms….I’d like to see the right to BEAR them (concealed) expanded.
