writing the second clause. Could have just stopped stopped at state. Then it would make absolute sense.

    Isn’t that basically what the Second Amendment says? The version I learned in high school was a bit longer, but boiled down to the essentially the same thing:

    A well-regulated militia, being necessary to the security of a … state, see, I told you this thing was all about state militias, nyah nyah neener nyah.
