    I too believe that something is amiss in the Vegas shooting investigation, but NOFORN is the default setting for S and TS classifications. It just means that we don’t share it with our allied intelligence organizations even if they are cleared to see S or TS material. Anyone citizen who has clearance and works with classified documents, equipment, and systems will be familiar with NOFORN. If we choose to share something with MI5 or Mossad or some other cleared allied organization, it will go through a process to remove the NOFORN classification.

    +1 to what Ken said. It’s a standard marking for classified data. My question would focus more on why it was classified Secret (I would assume due to sources and methods). Once that’s answered the NOFORN is likely a non-issue
