    Sounds like some fancy shootin’.
    Say, didn’t the Dept. of Energy once have one of the highest ranking sniper team in international competitions?
    If I was in charge of an infrastructure impairment training run, I’d sure want MY team to be proficient with the most widely available guns/ammo in “target” areas of the world.
    Then, you don’t have to bring your own!

    It could be somebody wanting to damage the substation. Or — it could be somebody tired of watching the energy industry diddle around, and proving to them how easy it would be to damage the substation. Improbable, but not impossible.

    A well-executed operation showing tons of planning and ZERO impact on the public? To me, that sounds like someone wants attention to the issue without any outcomes that would be damaging. Not saying it was “the government”, but perhaps conducted by someone who wants money spent on security and hardening the infrastructure.

    Payback?? Do not underestimate the local hatred for the sheer contemptuous rip-off artistry and outrageous elitism of PG&E – it is deep and well established. Maybe someone from the “Atherton & Hillsborough Militia” did it because PG&E f*ing blow-torched an entire neighborhood in San Bruno and claimed it wasn’t their gas-line (nobody else runs 30-inch gas-lines anywhere in CA) for several hours before shutting it off – and killed their relatives? Eight dead and 499 injured, and a magnitude 1.1 earthquake with 35 houses flat-out leveled and many more damaged.

    Sounds more like a disgruntled employee shot it up. Who wants to bet one of the employees that regularly worked on the substation was fired in the last couple of months. Probably for theft.
