    I live in a shall issue county and have the piece of paper allowing CCW. The law going through looked to me like it was even expanding on the shall issue to where it would be even more open.

    I live in Iowa and have had a carry permit for about 5 yrs now. I also work as a prosecutor in a rural county. My observation is that some counties operate as de facto “shall-issue” counties while others not so much. I’ve heard that in some counties one simply cannot get a permit issued, but I don’t know that for a fact.

    I suspect as much as anything issuance/non-issuance of a permit depends upon the political persuasion of the Sheriff and the members of the county board of supervisors–all elective positions, though that alone is not always determinative. I also understand that the Iowa County Atty Assoc didn’t support the bill and same for the Sheriff’s organization, though I suspect that may be as much as anything the ever present “that’s the way we’ve always done it” syndrome at play. Oh well. I’d like to see it pass if only for the selfish reason that there might be reciprocity with more states than those that currently recognize Iowa’s concealed carry permit.
