It's not really bad. It's just not what we would hope for. I did the <a href="http://blog.joehuffman.org/2005/01/17/Brady2004ReportCardVersusCrimeRates.aspx" rel="nofollow">numbers</a> a few years ago. If you use all the data rather than just cherry pick them you find out things are quite as rosy as we would like them to be. It’s not really bad. It’s just not what we would hope for.
