Ryan’s job is to make sure that bills that don’t have he votes don’t make it to the floor. Don’t blame him, it simply doesn’t have the votes.

Michael, it’s more than that. These actions are taken as a way to dodge accountability. If you don’t bring the bill to the floor, voters can’t tell which politicians to vote out of office next time around.
It’s all about incumbent protection, and against the people.
