The powers that be will probably wish they hadn't invoked the law after it is over. Restricting driving might have been prudent but banning alcohol sales and the carrying served no purpose in the emergency and has inflamed the populace. Some laws are not designed to be used during inclement weather. The way I understand is that these laws were developed during the race riot days to control black people.
