President Obama just invoked one minor provision of E.O. 13295 by President Bush in 2003 with his "declared national health emergency" which contains other UNLAWFUL powers by which people, for instance could be FORCIBLY vaccinated or FORCIBLY quarantined in FEMA detention centers for non-compliance.
