Oregon just passed such a bill.

http://www.leg.state.or.us/09reg/measures/hb2400.dir/hb2470.a.html

Oregon wasn't smart enough to put a hunting exemption in theirs. Scanning it, I note a huge morass of paperwork required for maintenance on each and every dog, including signing off each and every dog's papers whenever custodial responsibility changes (shift change at a kennel?)

I wonder if there is some sort of national push behind this type of regulation and what moneyed interest is behind these laws.

Basically, I shudder whenever the kids(scouts) get dragooned into lobbying duty. Taking a kid to the Legislature is exposing an innocent to a den of depraved sinners. Oughta be a law against THAT.

Oh, come on. "Large Capacity Dog" is just a made-up term by the dog-control extremists. I'm sure these are all just normal-capacity dogs.
