Maybe they just found it humorous. I know the papers here sometimes just can’t resist letting someone broadcast their stupidity to the entire world. I remember one letter to the editor years back where someone griped about using “Star Wars” to describe something futuristic, since the movie says “a long time ago” at the start.

Not to mention that 1e6 * 3e6 is 3 TRILLION. So with the right numbers you are talking about 300 Trillion. That’s a crapload of money to print up.

It got into the paper because newspapers don’t review their comments, reporters don’t have time nor the math skillz.

This is also ignoring what such a brilliant plan would do for inflation.
