The successor to that bad sheriff decided to revoke "crony licenses" that were being abused, along with designations as deputies, etc., that were granted by the corrupt sheriff. Also, may issue means may deny. Shall issue means cannot deny. All the above assumes no illegal activity by the applicant, except for the Shall deny for cause.
