Everyone knows spaceflight is dangerous; three Apollo and 14 Space Shuttle astronauts dead, and how many Soviet Cosmonauts dead? Sitting in a little capsule on top of more explosive than was carried in a B24 is obviously dangerous. This ham-handed regulation by Congress is a bad precedent. The next thing you know they'll be spending money to help people who buy mortgages too big for their incomes -- oh wait, that happened, too! Can’t this be done with a waiver?
