I have long wondered why this is NOT the case, especially when Brady types trumpet the huge numbers of "illegal gun sales stopped." But not every denied status is proof of illegal activity. A sizable number of Denied individuals <i>successfully</i> appeal their denied status, in the area of whole percentiles. The law also requires individuals to "knowingly" lie on the form 4473, making the prosecution of some other actions difficult to prosecute or not in violation of the law.
