This one isn't a real problem--the shelter can make its own policies, and responsible owners aren't likely to let their dogs run loose to be picked up. When it is breed bans, I get worried. My mutts appear to be mostly Australian Shepherd and unlikely to be targeted, but how do you legally define a mixed "bad breed"? Basically an anti assault-dog measure.
