Sounds backwards to me

So, due to budget concerns, there will be due process of law. I would think that budget concerns would lead to a lack of due process of law. And to think, I’ve had it wrong all this time.

“So, due to budget concerns, there will be due process of law”, could that perhaps be translated to “because we keep having to pay for legal defense of said procedures either through expense for legal fees or settlements paid to plaintiff’s we’re going to quit doing that.”? Just asking.
