Delaware argued that building the terminal was a violation of Delaware Costal Zones Act. Delaware's governor jokingly mentioned calling up the Delaware National Guard, causing New Jersey to opine that the Battleship New Jersey was just up the river. I think that case ended up before the Supreme Court, but I don't know whatever came of it.
