    There was a similar problem between New Jersey and Delaware, where New Jersey wanted to build a terminal that would jut out into the Delaware River, which through the original land grant to Penn, gives Delaware the entirety of the river to the low tide mark on the New Jersey side. Delaware argued that building the terminal was a violation of Delaware Costal Zones Act. Delaware’s governor jokingly mentioned calling up the Delaware National Guard, causing New Jersey to opine that the Battleship New Jersey was just up the river. I think that case ended up before the Supreme Court, but I don’t know whatever came of it.
