Oh wait, maybe the limb isn't a requirement-- one could use one's mouth. Everyone is a potential criminal. It's just a matter of time before that idea is adopted as official policy. Some official policy already works that way, for instance, when you're boarding an airliner or buying an NFA weapon. Anyone with at least one limb and a brain is a “potential terrorist”.
