		<description>I used to live in Lima.  I didn&#039;t meet many of the cops, but those I did were indicative of a subhuman species and had no regard for citizens.  Fortunately, I had very little interaction with them, but I did see how they operated.</description>

		<description>Unless your shooting into a mirror, you are not going to get that flash on the helmet.  Clearly the only solution is to send heavly armed swat crews to kick in the door of the webmaster, designer, chief of police, swat commanders homes to effect the arrest.  After all, we know many of them have guns.  Some may have used one.  Better safe than sorry.</description>
