I guess Xrlq was incorrect. Registration does lead to prohibition.

    Prohibition disguised as registration is nothing new. That’s how the Chicago and DC bans are written, as well. But when the whole thing passes in one fell swoop, it’s hard to say that either aspect of the ordinance “led to” the other.
