In the words of Airboss, "they might as well just stretch out a big net by the side of the road for you to throw your wallet into as your drive by."

Well, I don't know. I got a traffic ticket some years back in Pennsylvania. The fine was something like $20 but I paid $90 after fees and taxes, all permanently printed on the citation form.

Seventh Amendment

In Suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the United States, than according to the rules of the common law.

I think they got around this little bit of the supreme law of the land by utilizing the standard mischief of classifying parking tickets as uncommon law (or extra-common law or something). I think this bit works for tax court too.
