Back in the BAT cave, I&#039;ll assume that they OCR the records and make an illegal database out of them, Actually, I&#039;ll bet that they just pass the records over to a private contractor (some sleazy one, perhaps &lt;a href=&quot;http://en.wikipedia.org/wiki/Choicepoint&quot; rel=&quot;nofollow&quot;&gt;Choicepoint&lt;/a&gt;) who compiles and creates the database (because the tobacco ninjas are specificity forbidden to do so, but there&#039;s no prohibition of them buying data from a private company).
