Back in the BAT cave, I'll assume that they OCR the records and make an illegal database out of them, Actually, I'll bet that they just pass the records over to a private contractor (some sleazy one, perhaps <a href="http://en.wikipedia.org/wiki/Choicepoint" rel="nofollow">Choicepoint</a>) who compiles and creates the database (because the tobacco ninjas are specificity forbidden to do so, but there's no prohibition of them buying data from a private company). I'll have to get my friend to sit for a blog interview sometime.
