Apparently, the shooter in question wasn't properly trained in the use of the system, and FN told Boston to only have trained personnel use them, but Boston decided they needed more folks launching pepper or CS or whatever than they had trained, and somehow this is FN's fault. Point is: it launches things 40 feet. Less lethal, maybe. But I'm sure you could kill with it if you tried.
