Probably because you can't purchase a handgun in CT unless you have a permit. I know a few people who went thru the trouble of getting the permit but have never purchased a gun. They're sure that the laws will get worse & believe they will be grandfathered. They don't even think that if they were more politically active, they might not have to just assume the laws will get more restrictive. I had heard that CT was pretty high on the list.
