Ouch. Sounds like a nightmare to me. Comments are all well and good, but then somebody has to clean them up when the inevitable idiots arrive. And that's a rat's nest. And I really don't want my gov't officials wasting their time with comment battles (and you know the same types of argumentative people who frequent blogs will take up with the guy running the DMV or the parking violations bureau).
