Does this not violate 1) the equal protection act, 2) seperate but equal(brown vs the board of education), (3 civil right laws. Because I see it like this, you have a bus for Spanish only but it recieves tax dollars, then you say that it is eqaul to all of the other bus route but it has to be seperate due to the launagage.
