A state that bans open carry looks exactly like a state that allows open carry without a license. And if you look at the weapons by state, it shows a lot of states that allow NFA stuff as banning it "except under limited circumstances" when that "limited circumstance" is having paid the NFA tax, an extremely common law to have.
