That's very poorly worded, but since it came from a jornalist trying to quote a politician, its understandable. In case someone is attacked, the worst case scenario is the victims being UNABLE to defend themselves. I'm sure that's what was meant. Or, the worst case scenario, someone being attacked, should be met with armed self defense. Huh?:

That’s very poorly worded, but since it came from a jornalist trying to quote a politician, its understandable. In case someone is attacked, the worst case scenario is the victims being UNABLE to defend themselves. I’m sure that’s what was meant. Or, the worst case scenario, someone being attacked, should be met with armed self defense.

CCW laws are still permitting or licensing policies. A right cannot be licensed or permitted, only privileges can. A privilege is grantable or retractable at the discretion of the grantor.
