That is, "the militia" is "the people" who have the right to keep and bear (carry) arms. So those who say that "a well-regulated miltia being necessary to secuirty of a free state" somehow restricts or negates, "the right of the people to keep and bear arms shall not be infringed" are obviously ignorant of the basic concepts of English grammar and sentence structure AND of the historical meaning of those words.
