Because the Chinese Emperors have practiced knife control for many centuries, and so only cooks can have knives for cutting up food. Also, their kitchen knives are mostly those squared-off cleavers, good only for chopping. You can't even pivot on the point for better accuracy in chopping vegetables, but that's a small price to pay for your lords and masters feeling safe from you stabbing them... The statistic about "handgun crime" aside, just what makes you so sure it did not work perfectly well (i.e., accomplished the goals of those who got it enacted)? Maybe I'm a little cynical but I think the goal is to disarm the people completely and "knife crime" going up just helps them move onto the next step in the disarming process. The "powers that be" don't need to worry about armed petty criminals, being not so petty criminals themselves. What they need to worry about are armed people that are NOT criminals but who are willing to take only so much crap from the <strike>"not so petty" criminals</strike> government before they do something about it. Whether something worked or not would depend on what you wanted to accomplish.
