Jeff Cooper in "To Ride, Shoot Straight, and Speak the Truth" (Rimfire in Riot Control) seemed to think highly of the idea of careful use of a suppressed .22 rifle to calm a riot. His idea was that most people in the area of a riot are not significant in terms of making a riot worse or in stopping it but that a few key individuals in the crowd are significant. Applying not-fatal but damaging injuries to such individuals at the right time without anyone even knowing that shots had been fired could lead to the riot disipating without undue damage or injury to most.

Seems plausible. Most people will lose interest in carring on a fight if they have a .22 in the lung.
