FFL holders can accept it … they aren’t at risk here, you would be if the BATFE decides you are in the manufacturing business without paying the S.O.T.

If it doesn’t have a serial number, the dealer will stamp one on and enter it into his book.

Oh, and you can GIVE away a completed rifle to a friend infrastate … just don’t sell it.

In snooping around the various build sites, it is perfectly legal to sell and transfer a homemade firearm. However, you will very likely not find any FFL holders willing to transfer it across state lines. And you can’t make them specifically to sell. I imagine the criteria are rather loosely defined in that are rather like they are in what constitutes an ‘unlicensed dealer’, which isn’t defined any where.

It’s perfectly legal to make a firearm for personal use, but I believe that you can’t ever transfer it to someone else under federal law.

Perfectly legal and serial numbers don’t matter when you make it yourself. It is perfectly legal to make a firearm for personal use (can’t make it with the intent to sell without a license) but that may vary by state.

They’ll have serial numbers though even though it’s not required but it keeps people from asking. They’ll be SU00001 through SU00004. Dunno what the other 4 will be numbered.
