		<description>I think of use taxes as taxes on the use of things that are somehow supported with public funds. For instance, a tax on gas pays for roads, a fishing license pays for waterways and re-stocking, etc. 

Unless the breast implants are Army surplus, I don&#039;t that would apply. :-)</description>
