I was going to get a malamute... hadn't heard about this bill yet. Of course, NM's a big liberal state, so I [unfortunately] fully expect this to pass. NM only very recently became a shall issue state, but they intentionally set their regulations stricter than almost every other I've heard of. I've got a completely clear record and they're giving me a hard time because I don't have a NM driver's license. They're saying that I'm not really a resident without one, even though I have orders from the DoAF bringing me here, which is what ATF recognizes for me to buy a firearm... this is the trouble with new laws.
