My neighborhood association is doing a pilot code enforcement project to protect property values in the city of Memphis, and we've been finding that the $50 fine doesn't have enough teeth to get people to comply with code. All we want to be able to do is charge higher fines to repeat offenders (first-time offenders get a warning and an order to comply as it is), and certainly nothing super-high. This would be very cool.
